Interior/Internal Contract. Pls help?

I am a little confused with the differences between an interior/internal contract and an exterior/external one. I have been told that you have to be local for internal one, and external is for people coming from abroad. Can anyone tell me a little more information, and why there are these two types?
Or at the very least, direct me to a website that can explain.

In government contracts: Internal means you don't get tickets and some of the other benefits since you were already here... External has those.
