Why not Peeling Off Old RP from passport? I ran out of empty pages and the passport have 3 pages taken by old RPs, can't I just peel them off?

what i think that your RP have your passport number written in it.

So new passport will have new number and peeling off and pasting in new passport will certainly have contradictions

Why u want till last moment, renew your passport or ask for additional pages( booklet)

To answer your query, just request the concern officer to stick your RP sticker over old and hopefully they will do it.

You should not be doing on that VISA as well as your passport as well.

You can get extra pages in your passport. I believe that changing the contents of your passport is quite illegal.
