It depends on what sort of life you want and whether your children are still in school. If you like life in the city and your children have to go to school, then Kuala Lumpur would be the best place. It is more expensive to live there than the other cities, unless you live out of the city centre. Penang is also ok, but housing is also quite expensive and traffic can be bad too. If you would like a smaller town, then maybe Ipoh or Seremban, both of which are about 1 hour's drive away from Kuala Lumpur. If you want a quiet life and be near the seaside, then you can consider the east cost of Malaysia or one of the islands like Langkawi.
