Appropriate govt. agency to convert visit visa to residence permit ? thanks

I am a bit confused on the function /role of the Labor Department (C-Ring Office) and Immigration Dept (Gharaffa Office)for the conversion of my daughter's visit visa to residence permit. Which among the two is the appropriate one to go with. I heard both processing the VISA, opinion/ suggestion is well appreciated pls.. thanks

u hav to get approval first from the office in c ring rd and then go to gharaffa for stamping the visa.
