y you people point out the country in this regard ? it has nothing to do with the question..!!

well..looking is not a problem & you shouldnt be scared of it as it aint offensive by law... but yeah, starring is cheap & should be avoided.

all the best,,& welcome to Doha..!! you will learn more & have a greater space as you go around shopping malls & other places..!! :)

To look is not an offense in any society, but staring is very offensive, it all depends how you do it. Some people are smoother than others. I'm not the crazy jealous type but sometimes my wife gets scanned right in front of my eyes and it bothers me because it's done in a disrespectful manner where the starer completly ignores the fact that I am there, so what I do in these cases is simple I stop and just stare at that person until they notice that I am and then I wait for them to say something (they never do) lol

Staring is NOT at all good manners and etiquette in any society.

However, in my views, eye contact is the first step to begin communication, we generally try to see a person through eyes and face that is not staring my friend.

Make some good friends in Qatar and discuss.

Why do you want to stare people? Is it normal from your point of view? I think you like to be stared and want the same thing to do! Don't do it here, it's considered to be a very bad manner here.

Hi. We will have to see men and women, identifying them by looking at their face. But it is indeed irritating that many of the men folk scanning the whole body of women by staring or what? . Unacceptable.

Good luck

You are from India right. I am sure staring at women is not considered appropriate in India. I can assure you it is not considered appropriate in any part of the world.

No one likes to be looked/stared at in any reasonable society, and when the society is blended with the arabic and islamic, then it is more unwanted to be looked/stared at and or to LOOK/STARE....Not even men like it...for the matter
