Walking down the corniche last night, I see a guy go to the flower beds and start picking a few red flowers. He calmly picked a bunch of flowers and walked off.

hope his partner realises where he got the romantic gift from - Moron.

britexpat is not being harsh. That's public property - while there are no taxes, but someone's paying for it. The moron thinks he's paying for it by working here at low rates and the govt can easily afford to put new flowers?

This is the middle of the desert. Flowers are very expensive and in short supply, even more expensive. Taking something that doesn't belong to you - that's stealing, however you want to justify it. You make do with what you can afford, live within your means. Can't afford flowers, don't give flowers. Make something cheap - eg. homemade cards, etc. It's the thought that counts.
