Q-Tel -Defeciency of Service

My Q Tel land line is out of order since the 29th of Dec 2008 and even after lodging a complaint and visiting Q Tel offices several times, no action is forthcoming. My land line gets a message saying" your service is temporarily suspended" but my ADSL is ok. After my 3rd visit QTel rep acknowledged that they have a cable problem in Najma and Mansoura areas and it is being attended on a 24 hrs basis.
They don't have a clue when the telephone connection will be restored.
In my opinion this is deficiency in service on part of Q TEL and as a customer they should provide an alternate e.g. a free mobile with talk time in Qatar free and charge only for international calls, till my land line is restored.
Also,they should not charge me the telephone rental for the said period.
Can anybody suggest if we can approach a consumers court in Qatar, so that we can get our grievance attended.
I understand many customers are suffering due to this problem for the past week and since Q Tel has handed over the job of attending telephone faults to a contractor who probably is not realizing the customers woes and taking his own sweet time to resolve the problem
