If someone doesnt have exam certificates because they didnt pass any exams, can they still work in Qatar for a Qatari company?

A mate of mine is worried that when gets his job offer this week to come over he wont get in as he has no exam certificates although 25years of experience.

He isnt being employed for his exam passes but for his experience.
