i have a 8mos. old baby...i havent yet apply for visa..but i already have a birth certificate,when she is 1month old..and he also have passport...
can she get visa, easier even she is 8mos old. with out penalty?

Yes, but first birth certificate, second passport, third RP... You cannot get an RP w/o a birth certificate or passport anyway. I think they only give some exceptions for a delay in the RP if your country is known for taking forever in issuing passports. But since you have it, you should apply for the RP right away unless you like giving a large portion of your salary to the Qatar government just for fun! :) If your employer helps with family RP's get them on it right away!

the penalties can add up to a lot of money. Do not delay. Every person-even babies-need an RP.

You are required to get a RP for a newborn within 2 months of birth. You will have to pay a penalty for the extra 6 months. Sorry!
