Telephone Cable - Who Is Responsible ?
The other day Q-Tel technician came to do phone & internet connection at my flat. To our surprise, when he opened the hole on the wall, there's no phone cable/ wire there.
Q-Tel said it is the responsibility of the landlord to place the cable from the main exchange to each house. But the landlord is telling me that I have to fix it myself.
Anyone had experience in this ? Who is the party responsible here, to place the cable, the landlord, Q-tel, or the tenant ?
And why does Q-Tel issue this Q-Tel number on each door without checking that the infrastructure for connection has been done ?

distribute the cable to each flat
I'm talking about Flat here, not villa.
On each flat there is a number on the entrance door.
So since there is this number, who is supposed to place the cable from the distribution point to each flat ?
It is the Landlord's responsibility to make sure that the cable is extended to each Room in the Villa... Qtel will provide the cable till the Distribution point in the villa and the Qtel number is for that... from DP to the Rooms belongs to the Landlord
