I don't think you will have any problem finding students/friends to scrapbook with. However, there aren't any stores devoted entirely to scrapbooking here, so supplies are hard to find. I Spy Bookshop has a few supplies but not lots. It is primarily a bookstore.

Try I Spy Bookshop at City Center. I have seen scrapbooking stuff there. 3rd floor, behind X-Po Center.
