If Qatar had freedom of speech, they wouldn't censor for starters. Secondly no one has freedom of speech in this country, there's always fear of being deported.

Actually I recently found out that Qatar is supposed to have full freedom of speech. This was one of the conditions for NorthWestern coming in.  Obviously nobodies sent Q-Tel the memo

Just go on the net, type in internet anominity and you will see how to bypass the system, maybe difficult in downloading the exact pages, as they are also banned, but if you really want it it will be somewhere to download.

The internat is censored in nearly every country in the world, in the UK we call it national security.

Qtel don't do the censoring themselves. They pay an "internet censorship" company and tell them what sort of things they want censored (I imagine it as a form with a load of tick boxes!).

Inevitably some sites get wrongly classified and censored by accident, but Qtel will look into anything if you email them about it. My blog has been censored by accident on several occasions (no idea why!) and they always un-block it when I email them (though they don't always reply to the email).

well I was looking up some medical conditions and they sites were censored, i guess some pervs here get their jollies off informational sites. I emailed qtel but got no response.

You can actually email QTel to remove access prohibition to the sites you want. You have to give enough reason why you want to access the site though.
