Which is the better licence to exchange - New Zealand or Oman?

I have a valid Oman driving licence and also a valid New Zealand Driving Licence. Which one of this is better to present to the authorities in Doha for a Qatar Driving Licence.? Is one better than the other or both are same?

Is it also true that the authorities do discriminate between different nationalities? I honestly dont believe that but heard that from lot of people.
