QL CHARITY FUND?

It just came into my mind and i dont know if it was discusted bevore nor if it possible to arrange it but i find the idea not bad.To create a Charity Fund,to collect some money and to use it for urgent help in the name of all QL members.And it is also an opinion for those of us which are not in Doha but want to help with something.What is your meaning about it?Is it possible?

but then who gets to decide who's really in need for the charity fund?
before i know that our church used to collect money for such cases when people lose their jobs or cant afford plane tickets back home they could approach the church and seek their help. Now i dont know what they are doing, anyways :) what do i have to do to get some darn donations around here...show up to QL meetings in torn rags or something.

You dont have to get any permission to give charity for Library bar or even Orions.

but now i heared that something like that is not alowed in Qatar.Is that true?
don't call it a charity, call it a mission.
OR call it a special event where people all have the understanding that something charitable 'might' happen with the profits :P

what are the criterias for distribution of funds.
Do i get it for a daily visit to library bar... I am needy for funds for that..... ?

But lets all hear what is your idea regarding the topic.
There are very serious points to deal with
1. what will be the moto of charity i.e. what for are we to collect this charity ?
2. who will coordinate with needy people
3. how will charity information go to needy people
4. who is the treasurer (Smokey..... dont even think of it - u have motives of being one)
5. who all will be the administrators
etc
etc
etc
