NOC or Release issue in Qatar
Hello everybody most especially to those who really knows about legality here in Qatar. is there anyone can answer my question? Its about if I have worked in a single company here in Doha for 5 years, and ask for release or NOC is there a way for my employer not to refuse my request? Is there a state laws that after five years working in one company or staying in here Qatar, Will I be elligible to have an NOC? Thank you and expecting your advice.

I've heard recently that this coming Ramadan the government of Qatar is going to do away with the rule of acquiring NOCs to switch employment.
I've been hearing such rumours for some time now, but I believe this recent news is very credible.
Does anyone have any information in this regard?
Challenging NOC decisions of an employer is really pretty impossible here, this is why it is viewed as a type of slavery as you basically will have no leg to stand on as companies legally here do not have to give NOC's
Not only that the company could not afford to loose you...but some company already made clear that they will not give NOC regardless how long yuo've been employed. Can we challenge it?

Good question Arsan, Let us say you are very much doing well in your job and the employer can not afford to lose you at this very moment, how about that scenario?
Is there any way to challenge the employer to give NOC after 5 years employment even the company has stated that they will not give NOC?

Thanks a lot Alicat, if that so, I should be very precautious about my steps in departing my company.
Unfortunately it is entirely up to the employer if they issue a NOC, regardless of how long someone has been working for the company, 2 years, 5 years, 10 years etc. Most companies don't and you have to leave the country for 2 years. I think that if you have served your initial contract that a NOC should be a workers given right!
Maybe Qatar needs to look very carefully at this NOC situation, as in someways it could too be seen as a form of slavery.
We hear lots about low wage migrant workers rights here in Qatar - we need to hear more about professional people who are prevented in moving in their personal career path due to an employer not granting a NOC. This system gives a very stagnant workforce with little movement, competition, or improvement in the workforce.
