parking permit

can anybody tell me how i can get a permit to put a plastic barrier to my parking (in front of my company). What government agency should i go to? who i have to speak with, any charges? how much? thank you the biggest. whoever answers me is pronounced the smartest :) thanks

I'm just guessing but I imagine you need municipal affairs to ok it.
