Dear ALL,
We received a call from a friend this evening, they are European couple. They are pissed off from their local neighbor who came to their house and start asking their private life and threatened to complain against them. This couple is actually sharing accom. with six bachelors since there are 8 rooms in this 3 storey villa in Abu Hamour area. This is what happened.
According to my friend, this Qatari man came twice(2-days ago & today evening) asking these questions:
*Who is living in this house? Family or bachelors? How many people living here?= Ans.(1 couple & 6 bachelors= 8 people)
*Why there are so many car parked outside?= Ans.(7-cars)
*Why there is too many people here, it is NOT allowed to live in a house more than 1 person or family unless in a compound!
*Bachelors are not allowed here because they're maybe bringing girls inside the house?
*Maybe you are drinking alcohols here also? I am so worried of my kids!
Then he started taking all their cars plate numbers and threatened them to complain to the police because they are living more than 1 family in a house. Did you people experienced this kind of neighbors. Actually they are not living next door, its a one house apart.
Can he just complain to the police on grounds of too many cars and living in a sharing accomodation which is NOT in the compound?
I am new here and have been reading for hours trying to get a feel for this new culture. It seems that you are saying that a man cannot invite a women to visit them in their house. It is illegal for him to do this. Is it also illegal for the woman to be there? Will she also be punished? Can a woman invite a man to visit if he is not a relative?
What if there are more than 2 people of the opposite sex..then is it ok?

yea your right he own a manpower agency in Phil. also he only bought a condominium NOT a house & lot.
But really properties is a real investment anywhere. It never goes down in the market. Does it mean house rent in Doha will not subside?
I found out that buying properties in the Philippines either you have to be married, IN partnership or own a large corporation (leasing the land for so many XXX years).
Foreigners are allowed to purchase and own apartments in condominiums but not land as sole owner ship. Is trivial because it scares investors, unless you partnership with a reliable investor. Still your money is at risk.

It was also mentioned in some thread that the Govt. will build low cost housing somewhere?(not sure the place), but i think this is either for the low income Qataris or for the Govt. employees.

Why did you face problem in buying properties in Phil? I know one Qatari friend who bought a condominium in Makati,Manila. And he still owned the place till now but he is not married to any Filipina, he just have his own business in Phillippines, so everytime he went their he stayed in his condo instead of paying onto hotel, Clever!
They gave him only the rights of the properties. By the way I'm bit confused here, what is the difference between the RIGHTS & OWNERSHIP to a properties?

I'm not sure if it still applies but I am pretty certain that at one time the government paid landlords if they were unable to rent out their properties.
That in itself guaranteed a level of rent that was quite good.
Of course the ones who benefitted were those that could afford to build the property in the first place.
I wish you the best luck and stick to your guns always. As long you have research the issue legally and you have the CASH$$$$$$$.

With the knowledge I have on the laws, renting and managing properties. I have being researching in buying walk-up apartments in the Philippines close to a commercial sector and rent them out at a decent fair price to the population. Cutting the standard leasing price by 10%, so their are attractive to the renters, including a few amenities. But the problem with that is you have to be married to a Filipino.
I love to purchase flip houses, fix them up and sell them at a fair price, then you recover your money and still make a decent cash. So far I bought 2 and made some decent cash with them.
Apple in 1983, I bought my first 5 acres of wooded land in Florida for 3500.00 USD real close to Walt disney. This year the value of my land is 565,000.00 USD. I'm holding to the property dearly paying property taxes for 565.USD annually. I know, If I sell I will hit the jackpot, but when I retired I will build my dream home in my acres.

1- In most cases landlords stipulated in the contract to allow sub-leasing.
2- YES! only for locals.
3- This is the problem, R-pope. GREEDY landlords! They want their villa rented by the company ONLY! or family? for 20k-25k. Who can afford for that amount?
-Also, many GREEDY companies prefer to provide allowance to their employees than to provide housing. Even some Govt. authorities do!

what are you trying to say is:
There is nothing wrong with sub-leasing your empty rooms in your villa, just because you paying your rent monthly?
1- Lets get real on this one, If you are renting is because you are not the OWNER, obviously you are not entitled to do what ever you feel is convenient for you to minimize the cost of your rent expenses.
2- The government is subsiding cash to help the cost of housing for the locals only (Qataris). Correct me If I'm wrong.
3- If they were subsiding every family and bachelor that is an Ex-patriate working in Doha, then people would be able to rent any villa at any price using the government subsiding money and their contracted job salary entitlements at the same time.
4- Your self as an non-qatari is entitled to your company contract and salary.
So spare me with your justification.....

Well said. Contrary to popular belief, there are many nationals who cannot afford the rents and the government should address that issue. The provision of low cost housing for nationals (as they have had in Kuwait for at least 30 years) should be undertaken.
Even the govt. sectors are giving QR2,500 housing allowance to live-out bachelors, QR5,000 for families. If you look at the housing rental rate these days: e.i. studio type-QR5k, 2 b/r flat- QR7k, what would happen to these people? sleep on the street? they dont have choice than to sub-let and/or shares accomodation. Only western and manegerial position are getting more than QR15k housing allowance. And in every company how many managers are there compared to lower paid employees. Even Westerns & Europeans are sharing their accomodation now :((
The law will protect the tenant more than the landlord in my home state, but If you don't paid your rent for 2 months after numerous warnings and phone calls to work something out and refuse to give face.
Then you go to court with evidence and you evict them. Is not anymore up to me, Is up to the Judge and most of the time the judge will listen your appeal as a tenant and be in favor of the tenant.
But If you can't prove in front of judge, a valid reason for not paying your rent, specially after 2 months, Un-employment, child support is not acceptable then He will fill out the eviction notice and have a deputy to enforce the law......

I did it one time with the local police and with an eviction noticed from the court, It hurt them more than just flogging.....

Both will be in trouble. and sure the landlord even if he knows that they are unmarried he will claim that he never knew if they were married or relatives.

Sadly, I suspect (but don't know) that both parties would be in trouble. Certainly if the couple are unmarried there would be real problems.
The landlord would probably claim that he didn't know that a married couple were living with single men. I can't see that standing up to examination. He could certainly be accused of sub-letting, an activity that I recollect as being banned some time.

So let's say an unmarried couple are living together or like this situation a married couple and bachelors are living together, and the landlord knows and is ok about it, and someone complains, who would get in trouble ? tentants ? landlord ? or both ?

Red Pope, please read my statement. I said if SOMEONE COMPLAINS, and if that someone is a Qatari, yes it could happen. I didn't say it happens in every case, because most people just ignore it, but if someone complains, yes you can get deported.

It does Apple sorry. It's never usually applied to them unless someone makes a complaint. I know some people who used to work at Qatar International School they were English and the Qatari next door complained of people of the opposite sex coming and going all the time and the girls were deported.

Apple, they are breaking the law, because she is living with men that aren't her husband or relatives (even if the husband is there) the only time this rule is ever enforced is when someone complains. Unfortunately there neighbour is a someone and if he complains charges could be pressed.

yes cornellian, but you see sometimes we don't think that he is no longer inquiring with his frequent visits..we dont know..and we already talked to the couple (who signs the contract) to inform us before they let the landlord come into our rooms..(we already had disputes with this issue)..

Tnx for the advice. We will be visiting them this evening, we will accompany them to the Landlord's office tomorrow then, to inform him what had happened. The couple obviously dont speak and undesratnd Arabic well. So, hubby would be a translator for them.
They are forced to sublet and share, only few people can afford to rent a QR16k house. The place is very near to women's workplace which is why they choose to live there. There are no flats and taxis in that area.
My landlord walks in to the villa at all hours. He takes electronic pictures of the cats and sends them to the Muttawah. The Muttawah told him to not bother the nice American who works for the betterment of Qatar.

I suspect that the suggestion earlier that the issue be taken up with the landord is the best avenue.
If he is subletting and having no regard for the laws, I assume it would be the landlords problem.

I'm kinda surprised that there are bachelor's living with them, I thought it was illegal. I mean an unmarried couple living together is illegal so isn't a married woman living with unmarried men also illegal ? I don't know. But that neighbour seriously needs to get a life, if he does ask them anything again I think they should just tell him to talk to the landlord if he has any problems.
same things happens to us, the owner of the building receives complaints from different floors and accordingly they are complaining of the number of cars parked from my flatmates ...the landlord oftenly visits our flat, inquires the number of people living in, we have to reason out that we are relatives (even not) and that we neither invite visitors...and would also advise us not to make too much noise as the other floors are complaining..and what irritates us is that the landlord requires to check on our very own rooms! (this usually happens on a friday morning while we are still snoozing)

They are tea-totaling cats, but they are of different sexes. They have been neutered and declawed to prevent over-population of felines and destruction of property.

Actually, I thank God coz my neighbor is also local and they are living just next door who also happends to be the cousin of our landlord. But they're so nice and friendly, and no single complains!
I have one cat that is Saudi Nationality and one of Crazed American Western Nationality (Arizona Passport).
Both sleep at the foot of the bed unless they fight and wake me up.
Then they sleep in separate bathrooms.

Nowadays, even the Westerners and Arabs are sharing accomodations and not only Filipinos or Indians.
Landlords knows that they're sharing in a house. And he has no problem w/ that so long contract is under signed by 1-person and monthly rent is paid on time.
But she is living with her husband. And they are not Moslems, does it still applies on them?

The couple is European, and their housemate are all Lebanese working bachelors. They went to work by 8am and return home by 10-11pm.
This local man, also asked them why is it too many cars in the night and nothing in the day time? (OMG! people are working in the day time) Common sense!

I think there is a question of subletting here. That is according to my logic.
I hope the Qatari neighbour is not a guy with wasta or a very senior government official, he can make life hell. He does not have to speak to your landlord, he may own the Villa next door.
I empathize with your guys, Apple. They would need to find out what the Qatar's guys actual problem is, and if there is a mutually acceptable solution?
After seeing my parents have a problem with the Qatari neighbour, and the landlord being one of the big family's in Qatar, he did not have much of a say.
There was an article in the paper that some of the members of the municipal council want all bachelors to move to industrial area. I live in the Airport area and the Rep.(according to the papers) does not want bachelors in this area. Go figure.

a female i donot know what her nationality was probably western. she rang me once morning asking me i got a flat of 3 bredroom and i live alone. if u dont have problem u can share with me and talk to out manager who was an Indian. when i talked to that indian he refused me on the base of my nationality not for being a male. u got some sick ppl around too.

there are no such restrictions at all or any law.
u are paying ur rent you are not having any problem and ur landlord too also got no problem with that how many nationalities are there. so dont worry at all about it.

Hi guys/gals, im the only English person in my villa, along with 1 arab man and a handful of Fillapinos( of which, the landlady is one) Does that mean im not allowed to live here legally cos we are mixed nationalities, or if i ever get the chance to entertain a lady in the privacy of my room(fingers crossed!)i have to ask permission of the Qatari people next door in case i offend their values! i dont think so, i get on with my life and i let them get on with theirs, Live and let live!!!!!
Why I asked this question?
I live in a villa wherein all occupants are all of the same nationality and our landlord is also Filipino. We had nosey neighbor(s), calling in at evenings, asking how many who lives in the villa, why there are so many cars in the parking, and why there's a dog (my pet) in the premises, etc. So lucky me, I'm always around when they go nosing about...
So, my answer goes like this:
Q: Why are there so many people in the villa?
A: I believe you need to talk to ____(landlord's) regarding that. I can give you his number so you could talk to him.
Q: Why there are so many cars parked out side the villa?
A: Why not? All of us are working people so we have cars.Besides, you only see the cars at night or weekends.
Q: I will report you to the police ....
A: Please tell the police/CID to come after 6pm onwards or Friday/Saturday as we're not at home during daytime weekdays. And before you do that, call _________ (landlord) first...
Guess what...he grew tired of asking questions and became a friend to all the occupants in the villa (where we live)
We have a right to complain but it's also against the law to sublet (I think). But as long as nobody's violating ang law, we're safe from scrutiny.
My opinion, just tell the nosey local to speak with the landlord. And the landlord needs to address the issue, protect the tenants so to speak.
Are the couple married?
The neighbour being a Qatari,
1) He may not like too many men around his area, or compound.
2) Bachelors are not allowed to share accomodation with couples. (I may be mistaken - correct me if I am wrong.) Unless they are proven brothers of the couple.
3) Let me give you an example of ourselves. We were a family of 7 people, (mum, dad, sister and we four brothers) we had a qatari family across our villa, we had a garden, and we being boys would play around in the garden with vest and short pants, sometimes only with shorts (Garden being part of the enclosed villa). My dad was in private business, so we had visitors quite often, (different nationalities). The qatari family did not like it and complained to the owner (landlord) that we were walking around nude and had many visitors. The landlord informed us the same and my mother explained that the boys were in the house or garden and why were the neighbours looking over there wall and ours to see what we were doing, and also if we have visitors of different nationalities, that was our business as long as we were not disturbing any one else.
The landlord told us to be careful of them as they were mutavas and the authorities would take their word over his and ours. After about 3 years we had to vacate the place as our house was raided twice in the span of one year by the CID and police in plain clothes. Embarrasingly, dad was put behind bars during the last raid, as he was at home and they found alchol (even though dad had a permit). When Dad was in jail, we informed his sponsor who happens to be an Al Thani, but the police denied that he was in lock up. Being an Al Thani, he would not go to the police or CID, only through phone calls. Final he sent one of his PR guys and identified dad and got him released.
This happened about 10 to 8 years ago, times change but people????
I am not saying Qatari's are bad, some of them have very strong belief's, and this is their land. And some are the best people on earth ( I shall elobrate some other time on the last sentence).
My belief.... treat others as you would expect others to treat you.
I'm currently a landlord and when I rent my houses there is no fine prints in writing and lots of don't rules applicable to the rental of my properties.
No pets is one of my ruling!
Only the register occupants of my properties are allowed to live in the properties.
Tenants are not allowed to rent out the villa to anyone.
Tenants are responsible to any damages to the property.
Visiting or staying friends are only authorized for 7 days only. If you are bringing your relatives to stay in the house for more than 30 days, you as tenant are to notify your landlord.
Vehicle parking is authorize only in the designated areas not the grass or around the property boundaries.
and Yes I do have a rules for excessive noise levels, garbage disposal and grass cutting.
Once the tenant sign the documents the rest is on you only.

If the cops are smart enough they will be leave this matter to the landlord ruling and their contract terms. This is not a matter of Moslem vs Expatriates is about two families that are expatriates not liking each other.

1- No, the neighbor just needs to mind her business, since you are paying your monthly/rental fees and not her.
2- Yes, If there is no extra parking in your villa and you are not parking in front of her domicile or being obstructive TO OTHERS with your parking then she has no grounds to support her argument.

Yes, Normally will be subject to the amount of available rooms you have at your disposal and when you signed the contract of leasing in listing your permanent household members occupying your villa.

7- If you live a life of quietness no one will know who you are. But, If you are vociferous and rout then expect your neighbors to complain or be curious....

Give your advice on this instead, what they will do? leave and vacate the house to avoid trouble? and be far from snoopy neighborhood?

I personally knows this couple. And their housemates are also descent people w/ good post.
Me & hubby was having chit-chat outside with 2-QL members(Jaxz13 & Junarc) when they phoned us and shared their story. I couldn't believe at first, sounds weird though, but yea its true! But the thing is, that man is NOT even the owner of the villa.
And these people are very quiet even when we visited them sometimes I always told the wife if she dont feel bored w/ the silence in their house while her husband at work? Its too quiet environment.
Does he has the right to complain because his neighbor are sharing accomodation, well, they all got a car because the area is impossible to find taxi, then what's the problem w/ that? They're not parking infront/inside his(man) house!
I don't get why he's worried about his kids if other people consume alcohol in their own home.
Actually, the whole thing is weird. Maybe he just needs to get a life and mind his own business.
I'd be worried though if the nosey neighbour is Qatari, in case he can get them chucked out or something.
