Is it true that by Qatari Law you should get an extra months salary for every year you work in Qatar? Therefore if your contract says you are entitled to a pension you should get that on top of the extra months salary....

They (HR managers and those involved in policy & conditions)meet twice a year to exchange views and discuss policy in general, taking it in turns to host the event. They undertake preparation and publication (I think it is now prepared by ARAMCO) of an annual C&B survey which compares all terms and conditions (by geographical group and level) and I mean ALL conditions.
There was also an unwritten law that one company wouldn't poach staff from one of the other GOC's although that may be a thing of the past
It's the same in Aramco in Saudi Arabia. Aramco is one of the big company in Saudi that gives good wages and benefits! That's why most of their Staff are very proud!
Within QP it was possible to take an advance against ESB after 5 years service (at the current salary). Whe you left (either resigned or released) the ESB was calculated at the terminal salary, so nobody lost out by taking the advance. This enabled staff to take advantage when the exchange rate was favourable.
When my husband used to work in Oman the gave him 1 month extra salary every year and they called it gratuity. In Saudi Jubail gives 1 month salary every year and KFUPM only gives half month salary every 1 year. And here in Qatar they give 1 month extra salary as far as I know! But you can only have it at the end of your contract or when you had enough and wants to leave Middle East, But! If there's a problem between you and your Sponsors, like leaving without finishing your contract or they terminate your contract you lose the opportunity to claim your gratuity.
In Philippines we call it 13 months pay bonus.....

The ESB (End of Service Benefit) payment is covered within Qatari labour law. I believe that if it is not covered within the contract that it is compulsory by default. If it is mentioned in the contract that you don't receive ESB then that is applied.
For lower level staff in some organisations the amount is lower than for higher level staff.
Within QP and after 5 years service the amounts for Senior Staff used to be higher than the legal requirement at:
1 month's terminal basic salary for the first 5 years of service.
1 and a half months basic terminal salary for 5 to 10 years service
2 months basic terminal salary for service in excess of 10 years.
After the changes introduced in 1997, ESB within QP was reduced to one month per year of service for a maximum of 10 years. I don't know if it's paid annually at current salary or at terminal basic salary if it is allowed to accrue until termination.

I don't know about the law, in my company it depends on the type of contract and it is clearly specified if you are entitled or not.

Some companies pays 1 month instead of 3 weeks.
