Back on the late ninetees it was an excellent scam because greedy people cant resist passing off a chance like this regardless of how suspicious or ridiculous it sounds.

Step one is the bait, they tell you the story of how they are on a race with time and they need to sort this huge amount of money they are stuck with ASAP! They happen to have a few million but they cant keep it where it is right now! But if you help them then you can have a percentage of it!

Step two after they got your attention they go into the more specific details of how they need some money from you in advance in order to bribe the bank clerk or pay some kind of tax in order to transfer the money to you!

Step three is all the you the victim, your greed will lead you to beleive that once the money is transfered then you will screw them over and not give them a penny! So you send the small amount they ask for thinking it is insignificant compared to the millions you are about to take from this person all for yourself.

Step four you send them the money while thinking in your head "what an idiot that guy is when he sends me the millions"

Step five they receive your money and say "what and idiot that guy is HE SENT ME his money!"

They take a small amount only from you, but given the few hundred/thousand greedy people who fall into the trap it adds up to them making the 10-million they told you about in the first place!

But like i said its so 1990's and i never heard of anyone who actually made it work back then and although people are greedier these days they still have some common sense. Thats why i am being extra-cunning with my upcoming scam!!
