Tia, Go to Khalifa Traffic Police Station and they do speak English (at least some of them). Just ask the people when you reach there. I my self do not speak arabic but I was able to get help from other around.

i think nasically you pay for it only the first time when you want to put it. After that nothings there.
Its not much 20 to 25 Riyals. I believe its one time only as I have not paid it again separately.
