Visa for The Netherlands

I need some help/advice on obtaining a Schengen Visa when travelling to The Netherlands. It seems that the Dutch Embassy in Doha does not issue Schengen Visas and has directed me to the German Embassy. Do they issue the Schengen Visas on behalf of the Dutch embassy? Any other advice?

Thanks Qatari but my problem is that the planned trip is only for the Netherlands. Hence I was confused as to why they should refer me to the German Embassy!

The Schengen Visa allows you to visit a few different Western European countries so it doesn't matter which country issues the visa
