How big is the chance to obtain NOC from the company that does not issue salary on time?

My company sucks that our salary has been delayed for 2 months & 27 days already. (Not the first time to happen)

Some companies use going to the labor office as an excuse for termination of an employee. This acts as a deterrent to others. In my last company two workers lodged a complaint with the National Human Rights Committee over the poor accommodation they had been provided by the company. Both of them were sent home within a week.
That is how things are on the ground. Either you suffer silently, or be ready to go home if you complain.
many has raised this issue of our company to the labor office several times, and the next thing happened was that some of them was sent back to country by our company.
Poor workers, all they need is to get their salary on time and that is what they get.
You should go ahead to the labor office and make a complain. Once verified, you can ask the labor office to enforce an NOC.
