From my knowledge, the Saudi Embassies across the world begin issuing Umrah visas from 1st Rabi ul Awal. However, you will need to check this out with Hajj & Umrah Travel operators. You should plan on the trip from now. I do not think work ban will have any effect on your father performing Umrah as they are two different matters. If you need any guidance in Makkah and Medinah, feel free to call me at 44810951 between 8:30 and 10 PM. I have had the pleasure of being to the two Harams many, many times.

As your parents visa validity is until first week of jan 2014 try them to send during the starting of the umrah trip by dec 2013 first week Inshallah also some agency require minimum 1 month validity of the visit visa while they are going to umrah JAZAK ALLAH KHAIR
Thanks Mr. M
JAZANA VA IYYAKKUM
First of all JAZAAK ALLAH KHAIR for sending your parents for Umraah because that is the best gift you can provide your parents.Insha ALLAH you will also get the Hasanaat.
First week of January is a good time to go.The best Umraah/Hajj service provider is the one that has accomodation closest to the Haramain. You can try Hamlat Ar Rahman in Muntazah.
I hope your father's visa situation does not affect the Umraah trip.INSHA ALLAH.
