facing a problem while we are going to vacation

Dear all
Good Day..
we are working Regency Travel & tour facing a problem while we are going to vacation for after compilation of one year for our annual leave company not allowing to go without guarantee.they are not mention anything about this for offer letter . after our join only company come with this rule what is the solution for this? kindly advise.
