Yes they are.

Are you paying 500 QAR for the entry permit to your pet?

Because if you know someone here, he can go to the Ministry of Animal Affairs with all the documents for your pet and get the entry permit. It's QAR 10 only.

Yes they are legitimate. They helped me with my relocation of cats and dog and we go to them every year for physical and vaccinations.
