UPDATE 1449KST: South Korean intelligence agencies have spotted increased activity on North Korean mid-to-long range missile platforms, an unnamed official told Yonhap in Seoul: “We are closely watching for the possibility of a missile launch,” the anonymous government source said
“He finally signed the plan on technical preparations of strategic rockets, ordering them to be on standby to fire so that they may strike any time the U.S. mainland, its military bases in the operational theaters in the Pacific, including Hawaii and Guam, and those in south Korea,” a KCNA report in English said.

the most devastating part of this 21st century war is not nukes, if war happens then we will have to suffer of the bio chemical war consequences. It's not going to be like world war 2 it's going to be even uglier.

I guess this declaration is primarily meant to elevate Kim in the eyes of his countrymen and possibly the only way left to hit back against the sanctions.
However, as everybody knows, if they press the button first, they are the ones whos gonna lose. What would happen to the extravagant lifestyles of military officials and bureaucrats that they have been enjoying at the cost of the common man? Do they really have the money to go into war? I guess they understand that any first strike on the US base would finally end with a devastated NK.
