I have similar situation, I entered qatar few days ago via work visa. I have not signed a contract with this company or gave them my passport because I am not happy with work conditions and the company i am currently working for and have been approached by another company, no offer yet. I have not started the PR process ( no medical or finger prints yet)

Is it possible to get new work visa from the 2nd company? do I still need NOC from the 1st company? I heard that if i leave the country before issuance of PR then the work visa is cancelled automatically and then i can re enter with new work visa, is this true?

if you wish to exit the country and back before completing your RP process for a limited duration and back to be a permanent resident, then yes, you can leave once during your RP process, through a process called (Exit and Return Visa) your company can process this for you.

but if you wish to leave the country for good without completing your RP process, then you should request for an exit permit if you stayed more than 30 days in the country.
