Where to report a careless driver

my wife was walking alone along a road near centrpoint..suddenly a car pass-by and he almost hit my wife..after that he even stops infront of her then look at my wife..my wife took the plate number of the car can i post it here..it just happen now february 22, 2013 at 12:10pm..
