How to file a complaint against MOI, Qatar for ruining my career and life?

I am an Indian, who joined MOI in June 2010 for a job profile. I was not informed about my job profile, either by Qatar Embassy or HR Dept. from Ministry of Interior. When I reached I was asked to work as an Ethical Hacker. I spent a lot of money for stamping my certificates and to travel around India to attest my certificates. Qatar Consulate gave me an entry visa and a ticket to Qatar. After coming to Qatar, I had fight with them to get my visa stamped, they made a delay of 6 months to release my salary and to stamp my visa. In the end, I was given a profile as System Engineer but worked as a hacker for the Ministry.
In June 2011, I resigned from my job due to incorrect profile and work. I some how escaped from the cheaters ( all persons in the CCIC, CID Dept under MOI where involved in make me prank and in the end I became mentally sick because of their attitude and work culture.
Being an MCA graduate, a hacking job will ruin my career aspirations and dreams in life. I was totally ruined and I quit Qatar in end of June. The MOI took another one year to give me my reliving papers.
I have no one at that time, to file a case in Labor court against the fraud they made.
Because of that , I am still job less. so I request everyone ( expatriates) before joining MOI, if you think Government job is good, it is not..they start playing cat and mouse game from the day you join them.
In which court I can file a complaint against the CID Dept, MOI?
I want to know, why I was recruited from India in a fake way and asked to work as a hacker? Who can answer my questions? the Emir, how can I contact him?
Why not just call the police and complain. You could also park behind to block him/her in till the police arrive

Were you able to sort ur issues with MOI Qatar. Ne luck on getting a new job in Qatar. Let me know.
Write an email to the head of your department, and copy the overall head of your ministry. Also tell them you will contact lawyers and the media about this if your issues are not addressed properly.
If they were asking you to hack other companies, then you need to evidence that because that may be completely illegal and the individuals involved may undergo public enquiry.
I am not here for any revenge! I like Qatar very much and the people. It was like my second home. I am a computer engineer, and I know only helping the people with IT related jobs. I am not a hacker and my mind wont allow to hack any company or organization. I was in bad job.
I want to come back to Qatar, want to work in a good job.
I want to know whether my previous employer or anyone from my previous dept, deny me from working in Qatar.
Delay in stamping residence is due to individuals and not the ministry. The type of work done for one year may not do so much damage to your career as you imagine would, and I am sure you must have received your salary without any arears. I have never heard of anyone complaining about so many irregularities, so yours sounds like a strange case.
Try your luck with government of India and you will know the difference.
I am so sorry to hear that...for your kind information it is not the same in all government departments and jobs.. I have few friends and one relative working in ministries...they never had a problem like you.
May be your department is bit different...u can register a case in Capital Security or complain it through you embassy.
YOU CAN FILE YOUR COMPLAIN TO CEID DEPARTMENT OR TO THE MINISTRY OF INTERIOR.
