I have used my Qatar license all over the world with no problem. I'm Canadian, I don't know if that makes a difference. I've used it in Canada, Panama, Cyprus and Malaysia to rent cars with no problem. I don't have an International Driving License.

Qatari license might be valid in other countries only for a certain period of time from date of arrival in that country.
