The worker, company or the government?
Construction workers giving final touches to a building in Al Dafna (near Sheikh Muhammad Ibn Abdul Wahhab Mosque) last night can be seen openly flouting safety norms, including rules on wearing of hard hats at construction sites.
It is the responsibility of workers to make sure they wear the safety gear. It is also the responsibility of the contracting company to provide the safety gears.
As always, when companies and workers themselves disregard the safety rules, and a worker gets injured or dies, the Qatar government will be blamed.
Is it the fault of the worker, company or the government? What do you think?

No one can argue with the fact that workplace safety is important. When it comes to safety performance at work-site, workers involvement is the key to success. The best workforce is built on trust, respect, and co-operation and these are the cornerstone for effective prevention of injury at workplace. If workers are engaged in understanding the rewards of safety, a right culture is introduced. However, many workplace injuries, and even death, is caused by willful violation of safety laws as can be seen in the picture above. There is no doubt a safe work environment boosts employee morale. Everyone at a work-site has a piece in the safety puzzle.

No no , it's neither the company nor the government ? It's the worker's { worker means safety officer ... who may be drinking free beer somewhere } fault .
We don't know whether the company provided the safety gear and the employee didn't use it, or if the company didn't provide it and the employee was forced to work without it. Either way in a normal country there are government inspectors who check that worksites are safe.
the contracting company should make sure that the employees has complete safety gears - before going for work/site...
if the worker did not wear it - and there's an accident, it's the workers fault...
