Why are there misleading signs on Shamal Road?

Can someone tell me why there is no speed limit sign on the North Road from near Landmark until the limit changes to 120 kph at Umm Salal Ali?
Cameras don't flash at above 100kph in the zone between Landmark and there.
Also please tell me why junctions are mislabelled, coming from Doha if you exit at Umm al Amad or Umm Garn interchanges you have to go back to the previous one as it is not easily possible to reach these places from the intersection, Umm Garn (Qarn?) is easily reached from the previous intersection , named Umm Al Amad, or the next side road signposted Umm Garn! You will have to cross the desert to get to Umm Garn if you follow the signs.
Why also the confusion in names on signs? I've seen Sumaysima on Google maps, Simaisma, Sumaisma, Smaisma Semaisma all for the same place! Years ago the government commissioned GIS to determine the official names of Qatari places, now it's all forgotten and anything goes! Google maps is too bad! Al Khawr? Dawhaw? for Al Khor, Doha!

The biggest issue when it comes to work in this lovely country is that the subcontacting companies that are supposed to be doing the work they were commissioned, have no one to be accountable to. So whatever they prepare in a project is not what they do afterwards.
