don't think about the punishment..get a license then drive.

of Qatar Law ..
Driving a vehicle without obtaining a license or license that is not meant for this type of vehicle is an
imprisonment of minimum one month and maximum 3 years and / or fine of minimum 10000 Riyals and maximum 50000 Riyals.
The punishment for repeating the same violation will be a compulsory minimum Imprisonment of one week and maximum 3 years and fine of minimum 20000 Riyals and maximum 50000 Riyals according to article (94).
Driving a vehicle without obtaining a driving license or with a license not meant for that class of vehicle
Punishment - Imprisonmentof min 1 monthn max 3years and/or fine of min 10000 riyals max 50000riyals.Repeat the offence and it will be compulsory imprisonment.
Also giving the a vehicle to someone who doesnt have a valid license carries a fine of min 10000 to max 50000riyals n imprisonment from one month up to 3 years.
So becareful !!!!
strongly advise against driving without a license, except for the International driving permit which will give you 7 days or possibly 14 - you should check which.
Why be so concern to know about the punishment, when you MUST be more concern about your own and other people's safety if you drive without a license? There are lots of driving schools here where you can enrol the soonest possible time if you wish, and do your best to pass the test. Goodluck!
if you are on Business Visa and not on RP and if you have an international license youcan drive a car here legally for 6 months from the date of yr entry into Qatar.
You can drive a rented car but you cannoit buy one.
If you have license from some other country, then you get like 7 days or so...
Its good that u r conscious about traffic rules.....why dont u hire karwa taxi till u get ur qatari license ready....As u are new in qatar its good to follow and respect other countries rules.....best of luck
