Draft byelaws on income tax
A set of draft byelaws on income tax prepared by the Finance Ministry is currently being circulated to all foreign firms and business establishments operating in Qatar in order to ascertain their views before its implementation, says a report published in a local Arabic daily.
Among the salient points covered by the byelaws are: profits and bank interests accrued from sources abroad will not be taxable; income gained by any resident or non-resident expatriate from business activities initiated within the country shall be taxable. These activities include projects in the fields of trade, industry, agriculture, services in general; and professional ventures and renting of properties.
The purpose of these byelaws is to facilitate the implementation of the Law No.21 of 2009 on income tax. Deduction of tax at source, depreciation, procedures for filing tax statements are among the other aspects covered by the draft byelaws. It will be implemented with retrospective effect from January of this year, says the report.
It is mandatory on every person, corporate or individual to apply for a personal access number (PAN) card based on the type of business activity to be carried out. It also provides for the constitution of a tax tribunal to look into complaints and grievances.
