very difficult to trace such body or committee, but you can raise legal approach against this malpractice of elevating rent everymonth and threatning to vacate it all against the landlord to a qatar court of justice and they will deal with it all matters to satisfaction. Get in touch with a legal advisor always related such issues to professionaly deal with it., because land lord plays havoc nowadays with people staying in their building dreaming always more and more in continous way., due to so many circumstential sitting group discussions amoung them.
