They vary considerably. The whole country is one vast construction zone and the condition of the roads reflects that. Some of the new roads are quite good, others are terrible. You will see sudden lane closures, holes in the road, manholes and utility covers standing proud from the surface, detours (sometimes onto unpaved surfaces), etc. Off the main roads, road maintanence is often neglected. When the country is finished the roads will be great, but that will be a while--a long while!
Major roads are wide but under constant repair (D Ring, Salwa Road & Ras Abu Abood especially). Side roads are narrow, and due to very little off street parking very congested and only one car width remains for 2 way traffic. These roads are generally in a state of disrepair and full of potholes. The good news is: it's not Dubai so traffic jams are not a major concern.

They take you from here th there if you know how to use them.
The Roads cannot cope with the traffic.
