How can I complain about an unofficial inductrial site happening outside our lovely compound?

Outside my house (Al Rhoda Gardens, Garafa) there is a group of incompleted villas which are being used as an unofficial industrial site - from 4-5am 7 days a week huge trailers arrive to unload or pick-up loads of chairs/tables and many other items. The activity seems to be to rennovate these items, clean, spray paint them etc. The smell of fumes is bad not to mention the noise. This is a residential area and we pay high rent. Unfortunately we did not expect this as we just assumed the villas would be completed and be lived in soon after we moved in last year - but that never happened. Secondly, the land next to this site is being used to fix and clean fresh water tankers and also as a parking lot for trucks!! How is this activity allowed in a residential area? especially it is close to the QF and the QSTP buildings which have a high reputation. How can I lodge a complaint to the authorities?
