Yes, before only those important documents verifying and authenticating by the DFA (Dept. of Foreign Affairs) such as Diploma, Transcript of Record, Birth Cert., Marriage Cert....but now everything/ every document from Philippines should be authenticated or required Authentication (this includes: NBI, Health Cert., SPA, etc...)
If you are here in Qatar and you want to have your NBI or Health Cert. to be authenticated, then send it to your family or any representative in the Philippines together with your Authorization Letter and ask them to submit these documents to the DFA for authentication or Red Ribbon..then the DFA will advise your representative when they can come back to release the Authenticated documents. Usually it takes at least 5 working days.
***If you do not have NBI yet. go to your Embassy here in Qatar then apply there, they will issue you the blue form and this form you should send it to the Philippines to process the final NBI Cert. and that final Cert. that they will bring to the DFA for Red Ribbon....
