On arrival visa

Hello,

I am from Singapore and I am travelling to Zurich through Qatar. I have a 9 hours layover between the flights and was wondering if I can exit the airport and check in again for my flight to Zurich - but I am on an On Arrival visa. Will I be able to do that? Or will I not be allowed to depart from doha except to my country of origin?
