Exit from Re entry to Qatar

Dear Sir/mam,

My husband worked in Qatar for 10 years. He is a Laser Designer. This February (2016.02.04) only he exit from Qatar. He don't have NOC. Now again he likes to work in Qatar in another company. Can he work? not complete 2 years. according to new Qatar rules..? please Help us.
