I think that it is worth considering to be comfortable in whatever you wear and that others also are comfortable looking at you. You can check William Rast for good designs.
I've been on Wakra beach in a swimsuit, but always take a cover up dress just in case some of the people come out onto the beach...course I also go VERY early in the morning...most are still asleep! Dress conservatively...easiest and safest option.
Gyms...not all accept tank tops...I know for a fact that the Diplomatic Club will NOT allow you in if you have a sleeveless top on, that's for men OR women. And last I heard, bikinis were a big no no there also, at the pool area.
Grant me the senility to forget the people I never liked,the good fortune to run into the ones I do,and the eyesight to tell the difference.
I guess the best way to avoid any problems is to have a reasonable dress or clothes to wear over your swimsuit for the beach. I have not yet gone swimming at the beach however I have heard that the ones connected to the hotels etc are more accepting of the western swimsuit etc.
I usually wear a single with wide straps and work out tights to the gym. I have a gym in my house so it is different but I am looking to join the new fitness first opening soon. I guess I will see how open they are to the dress code then.
Good luck and i guess just be mindful and if you think it shows a bit too much skin... it is better to cover up and be safe not sorry.
Feel free to wear any workout clothes in the gym that you like. But you may want to remember to wear some sort of a cover up for shoulders, knees, bosom, going to and from the gym.

One advice..never go topless not even in the dressing room infront of other females as this is seen as utterly inappropriate..
