housing agreement?

Hi
Please some one tell me this, I apply for family resident visa and they didn’t accept it because I don’t have a housing agreement.
Currently I’m staying with my brother and the rent is 4000. My salary is 8000. Please tell me do I need to have new agreement below 3000 or this one is ok?

For the housing agreement stamp by baladiya, do i need to transfer the electricity bill to my name also?

House rental agreement should be on your name and should be stamped by the munipality after paying tax.

Agreement should be on your name.

I think rent doesn't matter.
