Under age bikers on roads.

I am continuosly watching quite minor teenagers riding bikes on suburbs and main roads. Is it allowed or they just grab older ones bikes and start driving? I think it is easy to hide their young faces behind the helmets. Hope they are not getting injured or damages to others. How can parents allow such things?
