Hi i found this pic, my question is when would this be taken?

I found it pretty stange as it cannot be later than early 70's therefore some 30 years old or more.

But what nationality would they be, i doubt westerners until 15-20 years ago i believe it was only the men that came here... so maybe lebanese?

and also it seems to be pretty risque wear even for today especially for the souq too.

So, my question was this somewhat accepted with no problem and over the years the ME has become more conservative and now opening up a bit?

Or has this pic been taken cos its the only time a woman was ever seen like that in Doha?
