Not getting paid overtime in Qatar

I've been living in this country for several years now and I've noticed that there are VERY FEW companies that pay actual overtime to their employees.

I know that according to the law higher management don't get paid overtime and the same goes for certain labor working on a deadline...but what about the rest?

Why nobody is checking that? I have seen people working straight night and day, sometimes with no days off and so on...everytime when I'd ask "are you getting paid overtime?" they only laugh. "How about bonus on the completion?" the answer is always "HAHA! Yeah, right!"

Why there is no law reinforcement for this in Qatar?
