Labourers to be banned on acquiring Driver's License

I just read from The Peninsula that starting July 1, 2013, labourer's will be banned from acquiring driver's license for light and heavy vehicles, to control and lessen traffic jams in Qatar. Who are considered labourers? Thank you QL..

If the ID card have occupation name as Employee is it possible to get driving licence?

Banned at the corniche, Banned at the QDC so they dont waste their money on the booze and now banned for driving licences.. what will they ban them for next

I think the control will come whatever is written in their working visa. in Qatar ID it say the position of the worker.
