Human Rights Handbook

Hi,

Can anyone explain what the below page means in regard to what is classed as abuse, from the Human Rights Handbook. Apologies for the poor picture.

Under the heading "What is meant by abuse" it says, " Also, if your sponsor denied you "No Objection", to work for other party.

Are the NHRC and the MOI connected???

Presumably the Handbook is written taking account of the law.
