Do Blackberry Devices work in Qatar?

I've read conflicting information form several sources regarding the use of Blackberries in Qatar. 1) Are they allowed to be used and 2) can they be used with Qtel's SIM card?
Also, is VOIP (namely Vonage) allowed to be used there?
Any advice would be greatly appreciated. We are trying to figure out the best communication methods between Qatar and the US.

I believe you need voice and data plans for all the Blackberry features, though texting falls under voice because it doesn't connect to the internet.
I do use the phone.
But I have no idea what any of it costs.

I'm assuming that you have an international roaming plan for internet/email/text.? Do you use the phone feature - int'l roaming charges are pretty hefty..

I have a Blackberry with a US-based T-Mobile SIM card and it works perfectly. I can text without editing international phone numbers, I get all my email, the web browser works just as quickly (i.e., slowly) as it does in New York, and the SSH application I have is also fine. It didn't work last year, but something happened between December and April and now it's fine.
I do not know if it works with a QTel SIM card. I've only seen people with QTel cards in Windows smartphones.
As long as your Blackberry works on GSM networks and NOT CDMA you can use it in Qatar. There's no problem.
Unfortunately you are right regarding Vonage; the info is conflicting. The local communications provider Q-Tel claims there's no problem while users have claimed there is.
I know for a fact other services like Skype work just fine.
