BUILDINGS TAKEN OVER BY MUNICIPALITY

Could someone tell me what is the status of buildings taken over by the municipality? Are we allowed to stay in the buildings? Can someone come and collect rent from us even if we have been paying him rent before the effective date of the takeover?

And what if we did pay rent to him after that date, is there any recourse for recovering back the money from him?
