Offshore offer & courses needed in India fraud or genuine ?

One of my friend got a verbal job offer on offshore from a person named Bade Venketswerrao.He is offering 325 $/day ,40 days on & 28 days off but needs to do some trainings/courses like STCW-95,CDC & CDC Panama costing around INR 1,50,000 Rs.& will be reimburse once complete courses 10 days before joining.
My friend is confuse whether to pay or not as it is a good offer he don't want to leave it .
Please advise if anyone selected from this person based in India Chennai.
Also guide about these courses is it really costing this much money ??

Its is fake.. this is same like people calling and offering you loan but then they ask you fees......to trasnfer you loan amount.

better do local check from india. like the location of dat comp and also check its online reviews.1.5 lac is big money and there are many scams in india when they ask you to pay money upfront and they wil wanish after that.
